How a PPG Paints Parking Garage Emergency Taught Me About Total Cost

An emergency coatings specialist on what a parking garage coating failure beside PPG Paints Arena taught him about total cost, plus lessons on PVC ceiling tile adhesive, methanol marine fuel, and polymers.

Friday, 2:47 PM. The phone rang.

“We have a problem.”

It was a facility manager at a parking garage attached to PPG Paints Arena in Pittsburgh. There was a sold-out event scheduled for that night, and the owner had just spent money to recoat the upper deck. The coating was peeling off in sheets.

“I don’t care who is performing at PPG Paints Arena tonight,” he said. “If a piece of coating falls on a car—or worse, a person—we’re going to have a much bigger problem.”

He was right. But the real damage had been done six weeks earlier, when an estimator picked the cheapest coating quote in town.

The Cheap Quote That Wasn’t Cheaper

A month before, the garage owner had received two bids. The first, from a contractor using a commodity epoxy, came in at roughly $8,000. The second, using what I’d call a proper PPG Paints Parking Garage system, was around $14,000. The owner went with the lower bid. I can’t blame him—budgets are real. But he didn’t look at the total cost.

Looking at the two bids side by side, the difference wasn’t just a line item. The more expensive bid included primer, edge preparation, an adhesion test, and a written warranty. The cheap bid included a can of coating and a hope.

The contractor applied the coating to concrete that had been power-washed but not etched or primed. Cold weather slowed the cure. The contractor said it would be ready in two days. It wasn’t. By the time the manager called me, the coating was lifting in sheets. The failure wasn’t the paint—it was the system. No primer. No surface profile. No cure-time control. You could probably peel it off with your hands.

I’ve handled 40+ rush orders in the last two years—emergency deliveries, same-day turnarounds, “we need it yesterday” calls. This one was near the top because the clock was measured in hours, not days.

The Fix

Normal lead time for the fast-cure epoxy system we needed is three to five days. We happened to have a pallet in our warehouse. My job in those moments is to triage the request, find stock, and get it on a truck before someone changes the plan. We loaded the material by 3:20. Our technician arrived with it at 4:05.

He did a quick pull-off adhesion test per ASTM D4541 in the unaffected area to confirm the concrete would bond. Then he mixed the two-part epoxy, troweled it on, and broadcast sand over the top. By 5:15, the lane was reopened. The concert crowd started arriving around 6:30.

The rush fix cost $4,800—materials, technician time, and expedited delivery. That’s on top of the $8,000 the owner already paid for the failed coating. His total cost for that deck was $12,800, and he still hasn’t fixed the rest of the garage properly. The “cheap” option ended up costing almost as much as the proper system—and it created a safety risk that showed up on the worst possible day.

A Second Emergency in the Same Building

While the technician worked on the deck, the facility manager asked me if we carried PVC ceiling tile adhesive.

The contractor had also used a general-purpose construction adhesive on PVC ceiling tiles in the stairwell. It wasn’t made to grip PVC-backed panels. It softened, lost bond, and the tiles were starting to sag. We had a case in the truck—a surplus item from a customer order. It cost $180. The contractor had saved maybe $60 by using the wrong adhesive.

Same pattern. A price tag is not a cost. If the adhesive doesn’t bond to PVC, you’ll be back. If the coating doesn’t bond to concrete, you’ll be back. The only question is when.

What This Taught Me About Total Cost

People often ask why some products cost more per gallon. The honest answer is that the per-gallon price is the least useful number on the page. Total cost includes the product, the surface prep, the right primer, the right adhesive, the labor, the cure time, the inspection, the rework, and the downtime. The cheapest product usually pushes costs into one of those later buckets.

The conventional wisdom in procurement is to get three quotes and pick the lowest. My experience suggests that’s only safe when you’re comparing identical systems. The $8,000 quote wasn’t the same job as the $14,000 quote.

I see this outside the coatings world too. When people talk about methanol marine fuel disadvantages, the same logic applies. Methanol is attractive because it’s cheaper per ton than conventional fuel and cleaner at combustion. But it has lower energy density, so you need more tank space. It has a lower flashpoint, which means bigger safety and handling costs. Retrofitting an existing vessel is expensive. Bunkering isn’t available everywhere. (This was written in early 2025, and the market is changing fast—so check current numbers before making decisions.)

To be fair, methanol isn’t bad. It can make sense for newbuilds or specific routes. But if you only compare the fuel price per tonne, you’re missing the same hidden costs I saw in that parking garage.

Why Are Proteins Considered Polymers but Lipids Not?

This sounds like a high school trivia question, but the answer is the same idea in a smaller package. Proteins are long chains of repeating amino acid monomers linked in sequence. Lipids are not assembled from repeating monomers—they’re aggregates of smaller molecules that don’t form a covalently linked chain. That structural difference changes how they behave.

Coatings work the same way. A real polymer coating forms a continuous network. A cheap wax or oil might look fine for a month, then fail. When someone skips the primer or uses the wrong adhesive, they break the chain before it exists. The monomers might be there, but the polymer never forms.

What I’d Tell the Next Buyer

If I could sit down with the garage owner before he signed that first bid, I’d say the same thing I say to every customer who asks, “What’s the cheapest option?”

Don’t compare quotes. Compare total cost. The proper system may cost more upfront. It will almost certainly cost less when you include your time, your risk, and the phone call you don’t want to make on a Friday afternoon.

The owner now admits the choice was a mistake. He’s planning to do the rest of the garage the right way. The contractor, I think, learned something too. At least I hope he did.

As for me, I still get tense when the phone rings on a Friday. But I’m also grateful for those calls. They’re uncomfortable, but they teach you what actually fails and why. Usually it’s not the product. It’s the system—or the lack of one.

That’s the thing nobody puts on the invoice.
